The Manager Programs 2 joins the Cyber and Intelligence Solutions Business Unit to support space, airborne, and ground Intelligence, Surveillance, and Reconnaissance missions. This role leads a cross-functional organization to deliver contractual requirements on cost, schedule, and technical performance. Key responsibilities include managing the full program life cycle from proposal development through contract closeout, cultivating customer relationships, and leading Integrated Program Teams. The individual will utilize Earned Value Management (EVM) methodologies, Jira, Kanban boards, SharePoint, and MS Teams to track performance metrics and manage resources. The work involves consolidating technical collection capabilities into a resilient cloud-based platform to optimize data flow and provide strategic informational advantages for the Intelligence Community and Department of Defense. Candidates must possess experience with Cost-Plus and Fixed Price contracts and the Defense and Intelligence markets.
Lead cross-functional Integrated Program Teams to meet cost, schedule, and technical performance objectives.
Manage all phases of the program life cycle from proposal development through contract closeout.
Develop and adhere to budget baselines utilizing Earned Value Management (EVM) or similar cost control tools.
Cultivate customer relationships to identify and develop new business opportunities and strategic plans.
Identify, track, and manage program requirements, resources, and workforce planning.
Conduct thorough risk and opportunity management practices including identification and mitigation.
Manage suppliers and subcontractors to ensure they meet specific program objectives.
Negotiate contracts, specifications, operating budgets, and key terms and conditions.
What we're looking for
Bachelor’s degree with 8 years of relevant experience, or Master’s degree with 6 years of relevant experience supporting U.S. Government contracts and customers.
Demonstrated experience leading Cost-Plus and/or Fixed Price contracts with annual values exceeding $15M.
Demonstrated experience supporting programs within the Defense and/or Intelligence Community (IC) market.
Demonstrated experience with Earned Value Management (EVM) or similar cost and schedule control methodologies.
Demonstrated analytical skills with experience interpreting program data and developing metrics to support process improvement.
US Citizenship required.
Current/active U.S. Government Top Secret clearance required, with the ability to obtain and maintain an SCI.
