Manager Programs 2 joins the Cyber and Intelligence Solutions Business Unit to support the Intelligence Community and Department of Defense. This role involves managing all phases of the program life cycle, from proposal development through execution and contract closeout. The manager is responsible for overseeing cost, schedule, and technical performance while leading cross-functional Integrated Program Teams. Key responsibilities include cultivating customer relationships, developing new business opportunities, performing risk management, and ensuring adherence to Earned Value Management methodologies. The role requires expertise in managing complex contracts, coordinating with subcontractors, and utilizing tools like Jira, SharePoint, and MS Teams. The work focuses on the Tasking, Collection, Processing, Exploitation, and Dissemination cycle, specifically integrating technical collection capabilities into a common, resilient cloud-based platform to provide strategic informational advantages for space, airborne, and ground Intelligence, Surveillance, and Reconnaissance missions.
Manage cost, schedule, and technical performance for programs or subsystems throughout the entire lifecycle.
Cultivate customer relationships to identify new business opportunities and develop strategic proposals.
Lead cross-functional Integrated Program Teams to meet specific contract requirements and performance goals.
Track program performance metrics using Earned Value Management (EVM) or similar cost control methodologies.
Negotiate contracts, changes, operating budgets, and key terms with government and customer stakeholders.
Manage program resources including workforce planning, subcontractor coordination, and supplier performance.
Conduct risk and opportunity management practices to identify and mitigate potential project issues.
Oversee the development of technical requirements, Statement of Work documents, and master schedules.
What we're looking for
U.S. Citizenship is required.
A current or active U.S. Government Top Secret clearance is required.
A Bachelor’s degree with 8 years of relevant experience, or a Master’s degree with 6 years of relevant experience supporting U.S. Government contracts and customers.
Experience leading Cost-Plus and/or Fixed Price contracts with annual values exceeding $15M.
Experience supporting programs within the Defense and/or Intelligence Community market.
Experience with Earned Value Management (EVM) or similar cost and schedule control methodologies.
Analytical skills to interpret program data, define workflows, and develop metrics for process improvement.
Ability to manage contract costs, schedules, technical performance, and risk management practices.
