The Manager Programs 2 joins the Cyber and Intelligence Solutions Business Unit to support the Intelligence Community and Department of Defense. This role leads a cross-functional organization to deliver contractual requirements on cost, schedule, and technical performance across the entire program life cycle, from proposal development through closeout. Key responsibilities include managing program resources, conducting risk and opportunity management, and leading Integrated Program Teams. The individual will utilize Earned Value Management (EVM) methodologies, Jira, Kanban boards, SharePoint, and MS Teams to track performance metrics and define workflows. The work involves supporting space, airborne, and ground Intelligence, Surveillance, and Reconnaissance (ISR) missions by consolidating technical collection capabilities into a resilient cloud-based platform to optimize data flow and provide strategic informational advantages for the US Government.
Lead all phases of the program life cycle from proposal development through contract closeout.
Manage program cost, schedule, and technical performance to meet all contractual requirements.
Lead cross-functional Integrated Program Teams to achieve specific program performance objectives.
Develop new business opportunities through strategic planning, capture planning, and proposal development.
Cultivate customer relationships to identify requirements and develop follow-on business opportunities.
Track and report program performance metrics using Earned Value Management (EVM) or similar tools.
Manage program resources, including workforce planning, supplier performance, and government-supplied property.
Conduct thorough risk and opportunity management practices including identification and mitigation.
What we're looking for
US Citizenship is required.
A current/active U.S. Government Secret clearance is required.
Ability to obtain and maintain a Top Secret/SCI clearance is required.
Bachelor’s degree with 8 years of relevant experience, or Master’s degree with 6 years of relevant experience supporting U.S. Government contracts and customers.
Demonstrated experience leading Cost-Plus and/or Fixed Price contracts with annual values exceeding $15M.
Demonstrated experience supporting programs within the Defense and/or Intelligence Community (IC) market.
Demonstrated experience with Earned Value Management (EVM) or similar cost and schedule control methodologies.
