The Manager Programs 2 joins the Mission System Sector within the Offensive Cyber Operations department to support the Xetron Operating Unit. This role involves leading a cross-functional organization to manage the full program life cycle, from initial proposal development through startup, execution, and final contract closeout. Key responsibilities include overseeing cost, schedule, and technical performance while ensuring all contractual requirements are met. The individual will lead Integrated Program Teams, manage program resources, and utilize Earned Value Management to track budget baselines. Core competencies include risk and opportunity management, contract negotiation, and cultivating customer relationships. The work focuses on delivering cyber-related programs, establishing design concepts for product research, and managing government-supplied property to solve complex technical requirements within a defense and cyber operations context.
Lead all phases of the program life cycle from proposal development through contract closeout.
Manage program cost, schedule, and technical performance to meet customer requirements.
Lead cross-functional Integrated Program Teams to achieve specific performance objectives.
Develop new business opportunities through strategic planning, capture planning, and proposal development.
Cultivate customer relationships to identify and develop further opportunities within the customer community.
Monitor and report program performance using Earned Value Management (EVM) or similar tools.
Conduct thorough risk and opportunity management practices, including identification and mitigation.
Manage program resources, workforce planning, and government-supplied property or information.
What we're looking for
U.S. citizenship is required.
A current/active DoD Top Secret clearance is required with the ability to obtain and maintain an SCI.
Bachelor’s degree with 8+ years of related professional/military experience, or Master’s degree with 6+ years of related professional/military experience.
Minimum of 1 year of experience supporting U.S. Government contracts/customers and/or project/program management in a related industry.
Minimum of 1 year of experience leading project or program execution as a Project Lead, IPT Lead, Program Manager, Cost Account Manager, or similar leadership role.
Experience developing and maintaining relationships with customers, suppliers, and/or cross-functional stakeholders in support of program requirements and deliverables.
Experience developing, managing, and/or controlling program plans, schedules, cost baselines, and/or Earned Value Management (EVM) data.
Experience identifying, assessing, tracking, and mitigating program risks and opportunities, including development and execution of mitigation or handling plans.
Active Top Secret/SCI clearance (preferred).
Experience leading and executing cyber-related programs (preferred).
Experience leading program integration activities across multiple functions, teams, or program interdependencies throughout the program lifecycle (preferred).
