The Manager Programs 2 joins the Mission System Sector within the Multidomain Sensing, Targeting and Survivability Division’s Advanced Land Sensors Operating Unit. This role involves leading a cross-functional organization to develop advanced capabilities, ensuring the profitable execution of programs that meet strict schedule and customer requirements. The manager oversees the entire program life cycle, from proposal development and startup through execution and contract closeout. Key responsibilities include managing cost, schedule, and technical performance using Earned Value Management principles, leading Integrated Program Teams, and cultivating customer relationships. The position requires expertise in risk management, workforce planning, and contract negotiations. The work focuses on developing sensor systems and technology production programs, specifically addressing technical requirements for U.S. Government contracts involving RF systems and enabling technologies.
Lead cross-functional Integrated Program Teams to meet cost, schedule, and technical performance objectives.
Manage the full program life cycle from proposal development and startup through execution and contract closeout.
Develop and monitor budget baselines using Earned Value Management (EVM) or similar cost and schedule control tools.
Identify, track, and manage program requirements while establishing design concepts and engineering efforts.
Cultivate customer relationships to develop new business opportunities and support value creation strategies.
Conduct thorough risk and opportunity management practices, including identification, mitigation, and realization.
Manage suppliers and government-supplied property to ensure all program objectives are met.
Deliver technical presentations and status updates to customers, executive management, and other stakeholders.
What we're looking for
U.S. citizenship is required.
Must possess a current/active U.S. DoD Secret clearance adjudicated within the last 5 years.
Bachelor’s degree with 8+ years of relevant professional experience, or a Master’s degree with 6+ years of relevant professional experience.
Demonstrated experience in a formal program or project leadership role with responsibility for technical, contractual, cost, and schedule requirements.
Experience applying Earned Value Management (EVM) principles, including cost and schedule performance monitoring and forecasting.
Experience leading cross-functional teams of 5 or more individuals with responsibility for task coordination and performance tracking.
Experience developing written program communications and presenting information to senior leadership and customers.
Bachelor’s or Master’s degree in Engineering, Business Administration, Program Management, or a related technical or business discipline (preferred).
