The Manager Programs 2 supports the Dynamic Connectivity Solution Operating Unit within the Battlefield Airborne Communications Node Portfolio. This role involves leading all phases of the program life cycle, from proposal development through startup, execution, and contract closeout. The individual manages cost, schedule, and technical performance for programs or subsystems while leading cross-functional teams to meet specific objectives. Key responsibilities include cultivating customer relationships, measuring program performance, and managing resources, suppliers, and government-supplied property. The position requires proficiency in Earned Value Management Systems, schedule development tools like Ms. Project, and financial management principles such as margin analysis and forecast at completion. The work focuses on delivering contractual requirements for communications and network systems within a Department of Defense contracting environment, ensuring adherence to master plans and risk mitigation strategies.
Lead all phases of the program life cycle from proposal development through contract closeout.
Manage program cost, schedule, and technical performance to meet all contractual requirements.
Develop and monitor budget baselines using Earned Value Management (EVM) or similar tools.
Direct cross-functional teams to achieve program objectives and manage workforce planning.
Cultivate customer relationships to identify and develop new opportunities within the customer community.
Conduct risk and opportunity management practices including identification, mitigation, and realization.
Manage suppliers and subcontractors to ensure they meet specific program objectives.
Negotiate contracts, contract changes, specifications, operating budgets, and schedule milestones.
What we're looking for
US citizenship is required.
An active DoD Secret security level clearance is required.
Bachelor’s degree with 8 years’ experience, OR Master’s degree with 6 years’ experience supporting U.S. Government contracts in a project/technical lead capacity.
Demonstrated experience in technical project or program management within DoD or federal contracting environments.
Demonstrated hands-on experience using Earned Value Management Systems (EVMS) and schedule development tools like Ms. Project.
Demonstrated experience leading cross-functional engineering teams in design, development, or production programs.
Demonstrated experience interfacing directly with external government customers in program reviews.
Demonstrated experience assessing and communicating technical, cost, and schedule risk impacts and proposing mitigation strategies.
