The Manager Programs 2 joins the Dynamic Connectivity Solution Operating Unit to support the Battlefield Airborne Communications Node portfolio. This role is responsible for delivering all contractual requirements on cost and schedule while ensuring technical performance across the program lifecycle, from proposal development through contract closeout. The manager leads cross-functional teams, manages project resources, oversees supplier relationships, and maintains customer intimacy to drive value. Key responsibilities include tracking program requirements, managing risk and opportunity mitigation, and performing Earned Value Management (EVM) using tools like Microsoft Project to monitor cost and schedule variances. The role requires expertise in federal contracting environments, communication and network systems, and financial management principles such as margin analysis and forecast at completion. This position addresses the technical challenges of providing critical airborne communications for defense operations within a government contract framework.
Deliver all contractual requirements on cost, schedule, and technical performance for the BACN portfolio.
Lead cross-functional teams through all phases of the program lifecycle from proposal to closeout.
Cultivate customer relationships to develop new opportunities within the customer community.
Manage project costs and schedules using Earned Value Management (EVM) or similar control methodologies.
Negotiate contracts, contract changes, operating budgets, and schedule milestones with stakeholders.
Identify, track, and manage program requirements while maintaining established baselines.
Conduct risk and opportunity management practices to identify and mitigate potential project issues.
Manage supplier relationships and government-supplied property to meet program objectives.
What we're looking for
U.S. citizenship is required.
An active DoD Secret security level clearance is required.
Bachelor’s degree with 8 years' experience or a Master’s degree with 6 years' experience supporting U.S. Government contracts in a project/technical lead capacity.
Demonstrated experience in technical project or program management within DoD or federal contracting environments.
Experience using Earned Value Management Systems (EVMS) and schedule tools like MS Project to develop baselines and report performance metrics.
Experience leading cross-functional engineering teams in design, development, or production programs.
Experience interfacing with government customers and managing technical, cost, and schedule risks.
Experience managing suppliers/subcontracts, knowledge of communications systems, and ability to apply financial management principles (preferred).
