Manager Programs 2 joins the Advanced Communications Apertures Operating Unit within the Connectivity and Network Solutions Business Unit. This role involves leading a high-visibility Engineering & Manufacturing Development program while supporting technical demonstration and development scope for operating unit growth. The manager is responsible for forging cross-functional partnerships, driving cost, schedule, and technical performance targets, and managing risks in a matrixed environment. Daily tasks include defining milestones, maintaining master schedules, optimizing resources, and delivering executive-level briefings to stakeholders. Key responsibilities involve negotiating contracts, managing budgets, and tracking KPI dashboards to ensure high-performance outcomes. The role requires expertise in program lifecycle management, including Science & Technology, Engineering, Manufacturing Development, Production, and Sustainment. The work focuses on next-generation technology within the advanced communications aperture portfolio, specifically addressing technical challenges in connectivity and network solutions for government customers.
Drive program cost, schedule, and technical performance targets within a matrixed organization.
Define, track, and enforce program milestones while managing risks and resolving complex issues.
Allocate and optimize program resources including workforce planning and skill-gap mitigation.
Lead stakeholder engagement to ensure alignment and transparency throughout the program lifecycle.
Deliver executive-level briefings that translate technical data into action-oriented insights for senior leaders.
Cultivate customer relationships to identify and secure new business opportunities.
Negotiate and manage contracts, amendments, specifications, budgets, and schedule milestones.
Manage critical performance metrics and KPI dashboards to ensure high-performance outcomes.
What we're looking for
U.S. citizenship is required.
A current or active U.S. government Secret clearance is required.
Bachelor’s degree with 8 years of relevant experience, or Master’s degree with 6 years of relevant experience supporting U.S. Government contracts and customers.
Experience managing program performance using KPIs, cost, schedule, and technical performance measures.
Experience managing program financial performance including budgets, forecasts, revenue, and profit and loss.
Experience leading cross-functional and matrixed teams in the execution of programs or business operations.
Experience serving as a primary customer interface for government, commercial, or internal stakeholders.
Experience preparing and delivering briefings to senior leaders, executives, and government stakeholders.
Master’s degree in Engineering, Business Administration, or a related technical field (preferred).
Minimum 3 years experience managing programs through lifecycle phases including S&T, EMD, Production, or Sustainment (preferred).
Experience leading competitive proposal efforts for U.S. Government or DoD customers (preferred).
Experience as a Program Manager or lead for RF, sensor, radar, or electronic warfare programs (preferred).
