The Manager Programs 1 joins the Mission Systems sector to support the SIGINT Technology Center. This role involves managing cross-functional teams to deliver technical and contractual requirements on schedule and under cost for programs involving Unmanned Aerial Vehicle payload development, data link systems, and mission maintenance. Daily responsibilities include overseeing program budget baselines using Earned Value Management, performing risk and opportunity oversight, coordinating deliverables, and managing subcontract and procurement engagements. The candidate will also support proposal development and negotiate contract terms while cultivating customer relationships to drive growth. Key requirements include a STEM degree, experience with MS Project or similar tools, and expertise in SIGINT/EW systems. This role addresses critical needs for the Intelligence Community and Department of Defense by ensuring high-performance execution across system design, engineering development, integration, and field operations.
Deliver all technical and contractual requirements on schedule and under budget.
Lead a cross-functional organization aligned with division and business unit goals.
Manage program budget baselines using Earned Value Management (EVM) or similar cost and schedule tools.
Identify, mitigate, and oversee risks and opportunities for the program.
Cultivate customer relationships to support execution and identify growth opportunities.
Support proposal development to drive department awards and sales growth.
Negotiate contracts, changes, specifications, operating budgets, and key terms.
Coordinate deliverables, invoice reviews, spend plans, staffing, and procurement engagements.

U.S. citizenship is required.
Current/active Top Secret/SCI clearance is required to start.
Bachelor's degree in a related STEM field and experience supporting U.S. Government contracts or program management, OR a Master's degree in a STEM field and experience.
An additional 4 years of relevant work experience may be considered in lieu of a Bachelor’s Degree.
Experience leading the performance of contracts valued at over $5M annually with a track record of meeting cost, schedule, and technical goals.
Direct experience supporting DoD or Intelligence Community programs, contracts, or customers.
Demonstrated ability to analyze performance data and define workflows/metrics for program control and process improvement.
Current PMP Certification (preferred); Experience with EVM or similar tools; Experience in Communications/Aerospace market (preferred).
