Manager Programs 1 joins the Defense Systems team to manage the delivery of contractual requirements on cost, schedule, and technical performance. This role involves leading cross-functional Integrated Program Teams through all phases of the program life cycle, from proposal development and startup to execution and contract closeout. Key responsibilities include managing project resources, tracking requirements, performing risk and opportunity management, and negotiating contracts and budget baselines using Earned Value Management methodologies. The candidate will also cultivate customer relationships and develop new business opportunities through strategic planning. Required skills include proficiency in the Microsoft Office Suite and core competencies in project management, manufacturing, and contract management for U.S. Government contracts. The role addresses complex aerospace and defense projects, ensuring that all work aligns with specific technical requirements while maintaining high standards of quality and customer intimacy.
Lead cross-functional Integrated Program Teams to meet cost, schedule, and technical performance objectives.
Manage all phases of the program lifecycle from proposal development through contract closeout.
Track and complete program requirements while managing scope through formal control board activities.
Develop and maintain budget baselines using Earned Value Management or similar cost control tools.
Conduct risk and opportunity management practices to identify, mitigate, and realize potential issues.
Negotiate contracts, changes, specifications, operating budgets, and key terms with stakeholders.
Manage supplier relationships and government-supplied property to meet program goals.
Develop new business opportunities through strategic planning, capture planning, and proposal development.

Must be able to obtain a DoD security clearance.
Prior experience in manufacturing is required.
Bachelor’s degree and 5 years of related experience, or a Master’s degree and 3 years of related experience supporting U.S. Government contracts or project management.
5 years of experience leading the performance of tasks on schedule, at cost, and achieving all requirements as a lead or manager.
Basic competency in Project Management skills and toolsets.
Competent in Microsoft Office Suite (PowerPoint, Excel, Word, Outlook).
Degree in science, engineering, or business; aerospace/defense experience; PMP certification; Lean, Six Sigma, or Agile experience; and an active clearance are preferred.
