The Manager Programs 1 joins the APN-241 Program Management team to lead Diminishing Material Solutions programs within the Test Equipment Solution Portfolio. This role manages all phases of the program lifecycle, from proposal development and startup through execution and contract closeout. Key responsibilities include overseeing profit and loss, schedule, technical performance, and customer relationships while managing cost, risk, and opportunity identification. The individual will coordinate multi-million-dollar budgets, develop business plans, and manage "on time delivery" metrics for a mix of intra-sector, DoD, and commercial contracts. Required skills include proficiency in Microsoft Word, Excel, PowerPoint, and Project, alongside expertise in Earned Value Management System (EVMS), Estimates at Completion (EAC), and contract negotiation. The role addresses the technical challenge of managing repairs, spares, and engineering services to ensure mission readiness for defense systems.
Manage all phases of the program lifecycle from proposal development through contract closeout.
Oversee profit and loss (P&L), project schedules, and financial forecasting for Diminishing Material Solutions programs.
Develop new business opportunities through strategic planning, capture planning, and proposal preparation.
Conduct risk and opportunity management by identifying root causes and executing mitigation plans.
Serve as the primary point of contact for customers to discuss cost, schedule, and technical performance.
Monitor "on time delivery" metrics and ensure adherence to master plans and contractual requirements.
Direct the work of cross-functional teams across technical, manufacturing, and administrative areas.
Coordinate integration plans and schedules to meet all contract objectives and technical specifications.
What we're looking for
Must be able to obtain and maintain an active U.S. Government Secret clearance.
U.S. Citizenship is required for this position.
High School Diploma/GED and 9 years of experience in government contracts or project management; or a Bachelor's degree and 5 years of experience; or a Master's degree and 3 years of experience.
Experience with P&L business, Repairs, Spares, and DMS resolution.
Demonstrated experience with Estimates at Completion (EAC), Earned Value Management System (EVMS), and forecasting for labor, material, and subcontracts.
Proficiency in Microsoft Word, Excel, PowerPoint, and Project is required.
Experience managing multi-million-dollar budgets and coordinating cross-functional teams.
Ability to develop proposal strategies, analyze RFPs, and deliver winning proposals; DoD sustainment background and experience with DoD proposals are preferred.
