Manager Programs 2 joins the Mission Systems Sector to support the F-22 CNI Portfolio of Programs. Key responsibilities include managing budget baselines using Earned Value Management (EVM) or similar cost and schedule control tools, coordinating across engineering, supply chain, and quality functions, and overseeing government-supplied property. The role requires a STEM degree and experience with Integrated Master Plans, Integrated Master Schedules, and scope control boards to solve complex technical requirements within the defense sector. Candidates must possess a Secret clearance and expertise in R&D or government contract execution.

What you'll do

Deliver all contractual requirements on cost, schedule, and technical performance throughout the program life cycle.
Cultivate customer relationships to develop new business opportunities and support value creation strategies.
Lead cross-functional Integrated Program Teams to meet specific project objectives and milestones.
Manage program budgets and schedules using Earned Value Management (EVM) or similar control methodologies.
Conduct risk and opportunity management practices, including identification and mitigation of potential issues.
Negotiate contracts, changes, specifications, operating budgets, and key terms with stakeholders.
Oversee the development of proposals, business plans, and technical design concepts for product research.
Manage program resources, workforce planning, and government-supplied property or information.

What we're looking for

U.S. Citizenship is required.
A current or active U.S. Government Secret clearance is required.
Bachelor’s degree in a STEM field with 8 years of relevant experience, or a Master’s in a STEM field with 5 years of relevant experience.
Experience must include supporting U.S. Government contracts, customers, and/or technology or R&D programs.
Demonstrated experience as a Technical Lead, Task Lead, or Project Lead managing cost, schedule, and technical requirements.
Demonstrated experience using program management tools such as EVMS, IMP, IMS, Risk and Opportunity Management, and change management boards.
Experience coordinating across functional areas including engineering, program management, supply chain, quality, and test.
Active U.S. Top Secret clearance (preferred); broad technical background; and experience in proposal or business development (preferred).
