The Manager Programs 2 joins the Navigation and Cockpit Systems Business Unit to support Advanced Navigation Solutions within the Assured Positioning, Navigation and Timing domain. This role is responsible for delivering all contractual requirements on cost and schedule while managing the full program life cycle from proposal development through contract closeout. The manager leads cross-functional Integrated Program Teams, manages project resources, and oversees risk management practices. Key responsibilities include tracking program requirements, performing financial forecasting, and maintaining budget baselines using Earned Value Management System (EVMS) control methodologies and Cost Account Management principles. The role requires expertise in managing government property, coordinating with suppliers, and ensuring adherence to contract scopes. Essential skills include experience with P&L programs, competitive capture strategy, and navigation technology. Preferred qualifications include familiarity with airworthiness certification and software development standards like DO-178C and DO-254.
Deliver all contractual requirements on cost, schedule, and technical performance for navigation systems.
Lead cross-functional Integrated Program Teams (IPT) through all phases of the program life cycle.
Manage program budgets and baselines using Earned Value Management System (EVMS) control methodologies.
Cultivate customer relationships to identify new opportunities and ensure high levels of customer intimacy.
Negotiate contracts, contract changes, operating budgets, and key terms with government customers.
Identify, track, and manage program requirements while managing risks and opportunities.
Manage supplier performance and oversee government-supplied property and information.
Prepare status reports and deliver presentations to executive management and program stakeholders.
What we're looking for
Bachelor's in Business Administration or advanced STEM degree and 8 years experience, or Master's in Business Administration or advanced STEM degree and 6 years experience.
Experience supporting U.S. Government contracts and customers or program management in other industries.
At least one year of demonstrated experience leading P&L programs and experience with proposals and competitive capture strategy.
Demonstrated program management experience within the Aerospace and Defense industry using Earned Value Management Systems (EVMS) principles and Cost Account Management (CAM).
U.S. Citizenship required.
Current/active U.S. Government Secret clearance required, with the ability to obtain and maintain an SAP clearance.
Experience with program execution on multiple contract types, such as FFP and CPFF (preferred).
Experience in Navigation Technology, airworthiness certification, or software development per DO-178C and DO-254 (preferred).
