The Manager Programs 2 will join the Navigation and Cockpit Systems Business Unit to support Advanced Navigation Solutions. This role involves leading a cross-functional organization to deliver all contractual requirements on cost, schedule, and technical performance. Key responsibilities include managing the full program life cycle from proposal development through closeout, leading Integrated Program Teams, and cultivating customer relationships. The individual will utilize Earned Value Management System (EVMS) control methodologies and Cost Account Management (CAM) principles to manage budget baselines and financial forecasts. Required skills include experience with P&L programs, competitive capture strategy, and risk management. The work focuses on the Assured Positioning, Navigation and Timing domain, specifically addressing navigation technology and airworthiness system certification requirements within the aerospace and defense industry.
Lead all phases of the program life cycle from proposal development through contract closeout.
Manage program cost, schedule, and technical performance to meet all contractual requirements.
Direct cross-functional Integrated Program Teams to achieve specific program objectives.
Develop and adhere to budget baselines using Earned Value Management System (EVMS) methodologies.
Negotiate contracts, contract changes, specifications, operating budgets, and schedule milestones.
Identify, allocate, and manage program resources including workforce planning and supplier management.
Conduct thorough risk and opportunity management practices including identification and mitigation.
Prepare and deliver status briefings and presentations to customers and executive management.
What we're looking for
Bachelor’s in Business Administration or advanced STEM with 8 years of experience, or Master’s in Business Administration or advanced STEM with 6 years of experience.
Experience supporting U.S. Government contracts and customers and/or program management in other industries.
At least one year of demonstrated experience leading P&L programs.
Demonstrated experience with proposals and competitive capture strategy.
Demonstrated program management experience within the Aerospace and Defense industry using Earned Value Management Systems (EVMS) principles and Cost Account Management (CAM).
U.S. Citizenship required.
Current/active U.S. Government Secret clearance required with the ability to obtain and maintain an SAP clearance.
Experience with Navigation Technology Domain (preferred).
