The Program Planning Manager - Level 2 joins the Scheduling Management team within the Intelligence Systems Division to serve as a process and tool Homeroom Subject Matter Manager. This role focuses on the Earned Value management systems (EVMS) scheduling process and related reporting metrics for various space programs. Responsibilities include facilitating rapid response EVMS processes, providing training, developing program baseline review artifacts, performing schedule risk assessments, and ensuring logical sequencing of activities. The candidate will utilize tools such as MS Project, Open Plan, PS3, Acumen Fuse, or other commercial SRA tools, alongside the Microsoft Office Suite to manage IMS files and critical path analysis. This position addresses complex space program coordination by providing technical guidance on schedule health metrics and supporting major proposal reviews within the aerospace and defense sector.
Manage the Earned Value Management Systems (EVMS) scheduling process and related reporting metrics for space programs.
Provide training and guidance on EVMS tools and processes to internal and external stakeholders.
Develop high-quality program baseline review artifacts, schedule risk assessments, and health metric reports.
Support program startup by providing recommendations for coordination, structure, and kickoff package development.
Validate planning data, logical sequencing of activities, and establishment of activity durations.
Configure and utilize automated scheduling software tools to build and report on Integrated Master Schedule (IMS) files.
Perform critical path analysis and schedule health metric assessments.
Support major proposal reviews and pipeline evaluations for the Intelligence Systems Division.
What we're looking for
Bachelor’s degree with 8+ years of relevant experience, Master’s degree with 6+ years of experience, or an additional 4+ years of experience in lieu of a degree.
Experience in a lead or supervisory role.
Proficiency in developing and maintaining program schedules using tools such as MS Project, Open Plan, or PS3.
Extensive Earned Value Management Systems (EVMS) experience.
Proficient knowledge of Microsoft Office Suite, specifically MS Excel.
Understanding of the process and implementation of schedule risk assessments using Acumen Fuse or other commercial SRA tools.
Ability to obtain and maintain a U.S. Government DoD Secret security clearance.
U.S. Citizenship is required; active DoD Top Secret clearance or SCI access, experience leading junior analysts, automated cost/schedule integration, DCMA certification, and aerospace/defense experience are preferred.
