Manager Programs 3 joins the Advanced Tactical Programs Production Program Management Office to oversee the delivery of contractual requirements on cost, schedule, and technical performance. This role involves leading cross-functional Integrated Program Teams through all lifecycle phases, from proposal development and startup to execution and contract closeout. Key responsibilities include cultivating customer relationships, managing program resources, performing risk and opportunity management, and overseeing budget baselines using Earned Value Management methodologies. The position requires expertise in technical performance tracking, contract negotiation, and the creation of Statements of Work. Candidates will work within a fast-paced environment to manage complex technology programs spanning development to production for the WarFighter. Essential skills include proficiency in MS Project, familiarity with Federal Acquisition Regulations, and experience managing multi-year contracts such as CPIF, FPIF, FFP, IRAD, or CRAD programs within the defense sector.
Deliver all contractual requirements on cost, schedule, and technical performance for advanced tactical programs.
Lead cross-functional Integrated Program Teams (IPT) through all phases of the program life cycle from proposal to closeout.
Cultivate customer relationships to develop new business opportunities and support value creation strategies.
Manage program budgets and schedules using Earned Value Management (EVM) or similar cost control methodologies.
Negotiate contracts, contract changes, operating budgets, and key terms with government customers and stakeholders.
Identify and manage risks and opportunities through formal mitigation and tracking practices.
Oversee the management of government-supplied property and coordinate with suppliers to meet program objectives.
Develop and maintain master plans, project requirements, and technical design concepts for product development.
What we're looking for
U.S. citizenship is required.
An active/current U.S. DoD Secret Clearance (adjudicated within the last 5 years) is required.
Ability to qualify for access to Special Access Programs (SAPs).
Bachelor’s degree with 8 years of relevant experience, or a Master’s degree with 6 years of experience supporting U.S. Government contracts and project management.
Demonstrated experience leading tasks on schedule, at cost, and meeting all requirements as a project lead, integrated program team member, or cost account manager.
Demonstrated success leading teams or organizations to achieve common goals while managing multiple priorities and communicating with all levels of management.
Bachelor's degree in Engineering or Master's Degree in Business Administration (MBA) with ten years of experience supporting DoD/Government contracts (preferred).
Active/current U.S. DoD Top Secret clearance, knowledge of RF systems, EVM, MS Project, and familiarity with FAR/DFAR (preferred).
