TL;DR · Staff Project Management, Tech Ops; Staffing Engineering Lead

Staff Project Management - Tech Ops / Staffing Engineering Lead joins the Systems Engineering organization to manage critical staffing functions for assigned programs and integrated product teams. The role involves maintaining integrated staffing plans aligned with contract scopes, work breakdown structures, and budgets while coordinating internal engineer assignments and new hire onboarding. Key responsibilities include monitoring labor category compliance, managing clearance and access requirements, and developing dashboards to track metrics like fill status and utilization risks. The candidate will utilize advanced Excel and data skills to manage trackers and improve staffing processes within a complex engineering environment. This position addresses the challenge of aligning technical capabilities with cost and schedule performance in a highly regulated aerospace and defense context involving classified work. Required qualifications include a relevant degree, extensive experience in workforce planning, and an active Secret clearance.

What you'll do

  • Maintain an integrated staffing plan for assigned programs aligned to contract scope, budget, and key milestones.
  • Consolidate 6–12 month staffing demand from leadership by skill set, labor category, grade, and clearance level.
  • Coordinate the assignment of internal engineers and track onboarding processes for new hires and transfers.
  • Monitor program staffing mix against contractual requirements to ensure compliance with labor categories and skills.
  • Manage security clearances and access requirements while identifying risks that could impact project schedules.
  • Maintain staffing trackers and dashboards to report status, trends, and risks during program reviews.
  • Identify staffing-related risks such as skill gaps or single points of failure and develop mitigation plans.
  • Implement process improvements to reduce cycle times and enhance data quality across the engineering organization.

What we're looking for

  • Must have a Bachelor's degree and 12 years of experience, a Master's and 10 years of experience, or a Ph.D. and 8 years of experience in a related field.
  • Must have experience working in a complex engineering or technical environment supporting multiple stakeholders.
  • Must have experience with workforce planning, staffing coordination, or resource management.
  • Must have an active U.S. Government Secret or higher clearance.
  • Must have the ability to obtain and maintain Special Access Program (SAP) / PAR clearance.
  • Experience supporting staffing in an aerospace/defense or similar highly regulated environment (preferred).
  • Familiarity with engineering labor categories, WBS structures, BOEs, and program execution concepts (preferred).
  • Experience with staffing and HRIS/ATS tools, managing classified work, or driving process improvements (preferred).
