TL;DR · Network Performance & Reliability Manager

The Network Performance & Reliability Manager leads a multidisciplinary, geographically diverse team supporting the Defense Information Systems Agency and Defense Information Systems Network. This role oversees four core disciplines: Capacity Management, Performance Management, Data Management, and Problem Management to ensure global network reliability, availability, and operational efficiency. The manager provides technical leadership, driving automation and proactive improvements while managing workloads, establishing KPIs, and overseeing network capacity planning and ETL actions. Key responsibilities include conducting root cause analysis, developing dashboards, and translating technical data into executive briefings. Required skills include proficiency in enterprise networking technologies like routers, switches, and firewalls, alongside protocols such as BGP, OSPF, and TCP/IP. Candidates must utilize tools like Kibana, Splunk, or SolarWinds to manage complex network service delivery and maintain strict Service Level Agreements.

What you'll do

  • Lead and mentor technical teams responsible for Capacity, Performance, Data, and Problem Management.
  • Oversee network capacity planning, utilization analysis, forecasting, and resource optimization across DISN infrastructure.
  • Establish and maintain key performance indicators, performance baselines, and operational dashboards.
  • Oversee network data ETL actions, validation, normalization, and integration for operational reporting.
  • Lead proactive and reactive Problem Management activities to identify recurring issues and perform root cause analysis.
  • Prepare and deliver executive briefings, network health assessments, and strategic recommendations to government stakeholders.
  • Champion automation initiatives across all four NPR disciplines to improve operational efficiency and reliability.

What we're looking for

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Telecommunications, or a related discipline.
  • 8–12 years of relevant experience, though additional experience may be considered in lieu of a degree.
  • Must currently possess an active DoD Secret security clearance.
  • Demonstrated experience leading technical teams or managing network performance, reliability, or service management in large-scale enterprise environments.
  • Experience in Capacity Management, Performance Management, Data Management, or Problem Management.
  • Working knowledge of enterprise networking technologies including routers, switches, load balancers, DNS servers, and firewalls.
  • Knowledge of WAN principles and protocols including BGP, OSPF, DHCP, DNS, TCP/IP, VPN, VLAN, and VRF.
  • Experience with network monitoring and analytics platforms such as Kibana, DXNetOps, Juniper NorthStar, Splunk, or comparable technologies.
  • Experience supporting DISA, DISN, or DoD enterprise networks (preferred).
  • Knowledge of ITIL v4 practices and SLA development (preferred).
  • Relevant certifications such as ITIL 4, CCNP, JNCIP, or equivalent credentials (preferred).
