The Senior Program Manager (Manager Programs 3) joins the Integrated Battle Command System Operating Unit within the Global Command and Control Solutions Business Unit. Reporting to the Director of Programs for IBCS Software, this role leads large technical program execution for a U.S. Army program. You will manage technical, cost, and schedule performance for over 300 personnel, overseeing the design, development, verification, and integration of software within a complex Scaled Agile Framework development environment. Key responsibilities include leading cross-functional Integrated Program Teams, managing risk and opportunity, and utilizing Earned Value Management to tie programmatic rigor to software development flow. You will use skills in Scrum, Kanban, and DevSecOps to balance program discipline with technical acumen, ensuring the integration of sensors and effectors into a unified command and control system.
Lead cross-functional Integrated Program Teams to meet cost, schedule, and technical performance objectives for a $500M program.
Manage technical, cost, and schedule performance using Earned Value Management (EVM) and metrics-based performance measurement.
Direct the design, development, verification, and integration of software within a large, complex SAFe development environment.
Conduct thorough risk and opportunity management, including identification, mitigation, and realization of program risks.
Establish and manage program baselines, master plans, and resource-loaded software development roadmaps.
Serve as the senior customer interface to shape technical strategy and cultivate long-term customer relationships.
Drive organic growth by identifying new business opportunities, developing proposals, and managing market adjacencies.
Manage suppliers and internal sub-organizations to ensure compliance with contract scope and technical requirements.
What we're looking for
Active Secret clearance.
Bachelor’s degree with 8+ years of relevant program management experience, or Master’s degree with 6+ years of relevant program management experience.
Experience leading large, complex software-intensive development programs with financial management, Earned Value Management, and Risk & Opportunity Management.
Experience creating integrated master schedules and resource-loaded software development roadmaps.
Comprehensive understanding of software development in Agile environments, including Scrum, Kanban, and SAFe.
Demonstrated experience with resource planning, staffing, and customer interface for large teams.
Bachelor’s and/or master’s degree in engineering disciplines (preferred).
10+ years of program management experience on complex development or software-intensive programs (preferred).
SAFe Agile experience and training, such as SAFe Agilist or Release Train Engineer certifications (preferred).
