The Manager Programs 3 joins the Emerging Capabilities Development organization within the Mission Systems Sector to support the Advanced Electronic Warfare Business Area. In this role, you will lead a technical Science and Technology team focused on Advanced Sensor and multi-function capabilities. You will manage the full research and development program life cycle, including proposal development, startup, execution, and completion. Key responsibilities involve overseeing cost, schedule, and technical performance while managing resources and reporting performance to internal and external stakeholders. You will utilize Microsoft Office applications, including Microsoft Project, and apply Earned Value Management principles. The work involves solving complex technical problems in RF sensor systems, radar systems, and RF electronics to satisfy contractual requirements for U.S. Government and DoD programs.
Lead a technical Science and Technology team focused on advanced sensor and multi-function capabilities.
Manage the cost, schedule, and technical performance of Research and Development programs.
Oversee all phases of the S&T program life cycle from proposal development through completion.
Identify, allocate, and manage program resources including workforce planning and capital property.
Measure and report program performance using Earned Value Management principles.
Interface with internal and external customers, suppliers, and industry partners.
Develop and deliver technical presentations to customers, executive management, and other stakeholders.
Identify new business opportunities through strategic planning, capture planning, and proposal development.
What we're looking for
U.S. citizenship is required.
Must possess a current/active U.S. government Secret clearance with the ability to obtain and maintain Special Access Program (SAP) access.
Bachelor’s degree in Engineering, Computer Science, Mathematics, Physics, or a related STEM discipline with 8 years of relevant professional experience.
Master’s degree in a related STEM discipline with 6 years of relevant professional experience.
Demonstrated experience managing U.S. Government/DoD programs, proposals, and/or contracts.
Demonstrated experience leading cross-functional technical teams with responsibility for cost, schedule, technical performance, risk, and/or program deliverables.
Demonstrated experience serving as a Cost Account Manager (CAM) and/or managing cost and schedule performance using Earned Value Management principles.
Demonstrated experience supporting research and development (R&D), Science & Technology (S&T), and/or advanced technology development programs.
