The IT Refining On-Site Manager oversees all local information technology and operational technology operations to ensure safe, reliable, and secure services for the Garyville Refinery. This role manages daily team operations, including recruitment, performance management, and the delivery of low- to medium-complexity projects. The manager is responsible for maintaining critical refinery process control systems such as SCADA, DCS, and PLCs while ensuring cybersecurity compliance with standards like NIST and IEC 62443. Key responsibilities include managing hardware and software lifecycles, overseeing vendor contracts, and driving digital transformation initiatives involving IoT, edge computing, and digital twins. The ideal candidate possesses a degree in a computer-related field and extensive experience in IT and leadership. They must navigate the complexities of refinery network segmentation and mobility strategies to ensure high availability for essential industrial infrastructure.
Oversee all local IT and Operational Technology (OT) operations to ensure safe, reliable, and secure services for the refinery.
Manage daily team operations including recruitment, mentoring, performance reviews, and professional development of staff.
Plan and lead low-to-medium complexity IT projects while ensuring they meet budget, timeline, and quality standards.
Maintain and optimize critical refinery process control systems such as SCADA, DCS, and PLCs.
Implement robust cybersecurity measures, conduct vulnerability assessments, and lead incident responses to ensure regulatory compliance.
Manage the lifecycle of hardware and software assets while ensuring network segmentation and high availability.
Drive digital transformation initiatives including IoT, edge computing, and digital twin technologies at the site.
Oversee vendor contracts and performance for IT/OT systems, specialized refinery software, and network services.
What we're looking for
Bachelor's degree in Computer Science, Information Technology, Management Information Systems, Engineering, Business, or another computer-related field is required.
Ten or more years of diversified IT experience are required.
Three or more years of direct or indirect leadership experience are required.
Experience with Operational Technology (OT) infrastructure is preferred.
Experience with Portfolio and Product management in an Agile or Scaled Agile Framework (SAFe) environment is preferred.
Must be able to manage cybersecurity, compliance, and risk for both IT and OT environments.
Ability to oversee vendor contracts and performance for refinery systems and network services.
Strong skills in strategic thinking, business acumen, and data-driven decision making are required.
