The IT Refining On-Site Manager oversees all local information technology and operational technology operations for the Anacortes and Kenai refineries. This role is responsible for ensuring safe, reliable, and secure services while managing daily team operations, including recruitment, mentoring, and project management. The manager ensures the availability of critical refinery process control systems such as SCADA, DCS, and PLCs, while implementing robust cybersecurity measures to comply with NIST, IEC 62443, OSHA, and EPA standards. Key responsibilities include overseeing hardware and software lifecycle management, managing vendor contracts, and driving digital transformation initiatives like IoT, edge computing, and digital twins. The role requires expertise in IT/OT infrastructure, portfolio management within Agile or SAFe frameworks, and a focus on mobility and connectivity for field devices to solve complex refinery process control and network security challenges.
Oversee all local IT and OT operations to ensure safe, reliable, and secure services for both refineries.
Manage the daily operations of the team, including recruitment, mentoring, performance reviews, and talent development.
Ensure the availability, reliability, and security of critical refinery process control systems like SCADA, DCS, and PLCs.
Implement robust cybersecurity measures, conduct vulnerability assessments, and lead incident response to ensure regulatory compliance.
Manage the lifecycle of hardware and software assets while ensuring network segmentation and high availability.
Drive digital transformation initiatives including IoT, edge computing, and digital twin technologies at the refinery sites.
Lead the mobility and connectivity strategy for all field devices to improve reliability and user experience.
Oversee contracts and performance for external vendors providing IT/OT systems, software, and network services.
What we're looking for
Bachelor's degree in Computer Science, Information Technology, Management Information Systems, Engineering, Business, or another computer-related field is required.
Ten or more years of diversified IT experience is required.
Three or more years of direct or indirect leadership experience is required.
Experience with Operational Technology (OT) infrastructure is preferred.
Experience with Portfolio and Product management in an Agile or Scaled Agile Framework (SAFe) environment is preferred.
Must be able to travel up to 25% to ensure on-site presence at both refineries.
Ability to manage cybersecurity, compliance, and the lifecycle of hardware and software assets.
Ability to oversee vendor contracts and performance for IT/OT systems and network services.
