Enterprise Services Program Manager (ESPM) serves as a critical link between the Sentinel Program leadership and enterprise groups within the Chief Information and Data Office. This role manages all CIDO services for the program, including coordinating operations, maintenance, and infrastructure solutions to support the Digital Ecosystem Roadmap. The manager is responsible for executing strategic IT planning, gathering technical requirements, performing build versus buy analyses, and overseeing proposal development, staffing plans, and budget management. Key responsibilities include managing Cyber Security, Service Center Operations, and project execution while ensuring service level objectives are met. The role requires expertise in project management, cost, budgets, scheduling, and infrastructure implementations. This position addresses the technical challenge of delivering innovative information technology solutions to support strategic business initiatives within the Strategic Deterrent Systems Division.
Manage all CIDO services for the Sentinel Program, including operations, maintenance, and Digital Ecosystem initiatives.
Act as the primary liaison between program leadership and enterprise CIDO support teams.
Lead IT strategic planning, infrastructure solutions, and day-to-day technical activities to meet business goals.
Oversee proposal development, staffing plans, product acquisition, and team communication for cost-effective delivery.
Coordinate testing, acceptance of initiatives, pre-production support, and user training programs.
Manage budgets, costs, and project plans while identifying and resolving systemic technical challenges.
Monitor service level objectives and engage global resources to ensure high customer satisfaction.
What we're looking for
Bachelor’s degree and 8 years of related experience or Master’s degree and 6 years of related experience.
At least 3 years of management or program management experience.
U.S. Citizenship with an active Secret clearance (reinvestigated within the last 6 years) and ability to obtain Top Secret/SAP access.
Experience in project management, cost, budgets, or scheduling.
Familiarity with technical solutions, infrastructure implementations, process documentation, and liaison interfacing for large enterprise organizations.
Excellent organizational, verbal, and written communication skills.
Ability to travel up to 10% of the time.
Experience with Northrop Grumman Defense Sector SDS Div or Sentinel Program (preferred); broad background in IT Infrastructure, business applications, and operations (preferred); active Top Secret clearance (preferred).
