Director, Operations Excellence & Performance sits within the Health Plan Operations function as the operational backbone for divisional planning, performance management, and continuous improvement. Required skills include proficiency in DMAIC, value stream mapping, and tools like Tableau or Power BI. The role addresses complex challenges in Medicare, Medicaid, and ACA Marketplace segments while ensuring audit readiness across a multi-segment portfolio of healthcare programs.
Design and execute the enterprise continuous improvement strategy, including Lean Six Sigma programs and value-stream mapping for all health plan operations.
Manage the division’s portfolio of strategic deliverables by providing executive leadership with real-time reporting on project status, risks, and outcomes.
Lead annual and multi-year budget planning, tracking expenditures against plans and coordinating with Finance to validate productivity gains.
Serve as the primary subject matter expert for Duals and Individual Market products, providing strategy and regulatory guidance to stakeholders.
Develop and maintain executive dashboards and scorecards that integrate operational health, financial performance, and regulatory compliance across all segments.
Oversee the division's audit readiness posture by coordinating evidence collection and corrective action tracking for CMS, OIG, and internal audits.
Track and coordinate AI initiatives across the division to ensure technology investments align with corporate priorities.
Manage the operational calendar, including governance forums, reporting cycles, and regulatory deadlines to ensure a disciplined execution cadence.
What we're looking for
Bachelor’s degree in Business Administration, Healthcare Administration, Industrial Engineering, Operations Management, or equivalent experience.
Master’s degree (MBA, MHA) is preferred.
10+ years of progressive experience in operations, process improvement, or operational performance management.
Experience in a health plan, managed care organization, or health insurance environment; expertise in Medicare, Medicaid, Duals, and Individual Market is preferred.
Proven track record leading large-scale, cross-functional improvement initiatives with measurable financial and operational outcomes.
Proficiency in Lean/Six Sigma methodologies including DMAIC, value stream mapping, PDCA, and root-cause analysis.
Experience in divisional planning, portfolio coordination, budget management, and building performance reporting structures in a matrixed organization.
Familiarity with CMS, CMS-CMMI, state Medicaid regulations, HEDIS/Stars quality measures, and NCQA/URAC accreditation standards.
