System IT Strategy, Delivery, and Performance Officer

What you'll do

• Develop and evolve System IT strategic plans, multi-year transformation roadmaps, and annual operating plans.
• Translate enterprise strategy into measurable initiatives and prioritized portfolio goals in collaboration with leadership.
• Enhance delivery quality by establishing unified standards for project management, risk identification, and compliance.
• Oversee system-wide performance reporting to provide executive leadership with insights on delivery health and strategic outcomes.
• Manage work orchestration tools like Jira and Confluence to ensure consistency across agile and financial management workflows.
• Lead the Agile Center of Excellence to provide enterprise-wide coaching and standardized project management methodologies.
• Direct the enterprise-wide vendor sourcing strategy to improve partnership effectiveness.
• Mentor and lead multi-disciplinary teams across the Strategy, Delivery, and Performance capabilities.

What we're looking for

• Bachelor's degree in a technical, business, or related field is required.
• Advanced degrees or professional certifications in change, strategy, or communications are preferred.
• Candidates must have 10–15+ years of experience leading enterprise-scale organizational change or strategy within a technology scope.
• Applicants must be U.S. citizens or lawful permanent resident aliens with at least three years of U.S. residency.
• Experience influencing senior executives and operating in distributed or federated environments is required.
• Proven success managing multi-disciplinary teams supporting enterprise delivery, strategy, and change management is required.
• Expertise in strategic communication, executive storytelling, and simplifying complex technical concepts is required.
• Experience implementing agile methodologies and utilizing tools like Jira, FedPPM, and Jira Align at scale is required.
