The Program Manager 3 - VMS Hardware Manager joins the Aeronautics Systems – Research & Advanced Design team to oversee multiple Vehicle Management Systems suppliers. This role involves managing supplier relationships, enforcing Statement of Work execution, and coordinating contract modifications while ensuring all partners adhere to defined project scopes. The manager will track program requirements, manage budget baselines using Earned Value Management (EVM) or similar cost and schedule control tools, and deliver presentations to executive leadership. Key responsibilities include negotiating contracts, managing master plans, and resolving issues related to technical challenges in survivability and autonomy. The role requires expertise in vehicle management systems, guidance and control systems, and flight-safety critical software. Candidates must be proficient in program management principles, including Integrated Master Schedules (IMS) and the Atlassian tool suite for agile development activities within a national security context.
Manage multiple suppliers to ensure they meet specific program objectives and contract requirements.
Enforce subcontractor execution of Statements of Work and manage necessary contract modifications.
Track and complete program requirements while managing change through formal control board activities.
Measure and report supplier performance relative to overall program goals.
Deliver technical presentations to customers, executive management, and other key stakeholders.
Negotiate contracts, budget baselines, schedule milestones, and specific terms and conditions.
Manage project costs and schedules using Earned Value Management (EVM) or similar methodologies.
Develop and maintain master plans, program baselines, and integrated schedules.
What we're looking for
Must have an active US Government Secret clearance.
Must be able to obtain and maintain Special Access Program (SAP) clearance.
U.S. Citizenship is required for this position.
Bachelor's degree and 10 years of experience, or a Bachelor of Science in STEM and 9 years of experience.
Master's degree and 8 years of experience, or a Master of Science in STEM and 7 years of experience.
Demonstrated experience in a formal leadership role such as Project Lead, Integrated Team Lead, Supplier Management Team Lead, or Cost Account Manager.
Demonstrated experience with Program Management principles including project management, scheduling, and budget management.
Demonstrated experience managing or interfacing with suppliers.
