The Program Manager 3 will join the Propulsion portfolio within the Mission Enabling Products business unit of the Intelligence Systems Division. Reporting to the Propulsion Product Director, this leader will manage a matrixed-functional team of approximately eight program managers to oversee the development of spacecraft components, including propulsion tanks and solar arrays. Key responsibilities include leading program execution from proposal through closeout, managing costs, schedules, and technical performance, and ensuring customer satisfaction. The role requires expertise in Earned Value Management, Integrated Master Schedules, and Risk and Opportunity Management. Candidates must demonstrate proficiency in MS Project and the MS Office Suite. This position solves complex engineering and business challenges by delivering contractual requirements for satellite components that power and enable various classes of spacecraft.

What you'll do

  • Lead and manage a team of program managers including performance reviews, mentoring, and employee development.
  • Manage program cost, schedule, and technical performance to ensure all contractual requirements are met.
  • Lead cross-functional Integrated Program Teams (IPT) from proposal development through contract closeout.
  • Develop and implement organizational structures and processes to optimize team productivity and collaboration.
  • Identify and manage program resources, including workforce planning and budget baselines using Earned Value Management.
  • Interface directly with customers, engineering, and contracts teams to maintain technical integrity and customer satisfaction.
  • Develop new business opportunities through strategic planning, capture planning, and proposal development.
  • Conduct thorough risk and opportunity management while ensuring adherence to internal processes and industry standards.

What we're looking for

  • Must have a Bachelor’s Degree and 10 years of experience, or a Master’s Degree and 8 years of experience.
  • Must have experience with U.S. Government contracts and customers and/or project management in the Aerospace Industry.
  • Must have at least 5 years of experience with functional and/or technical leadership.
  • Must have experience leading program tasks on schedule and at cost as a program manager, project lead, IPT, or CAM.
  • Must have experience building and leading diverse and inclusive teams, including mentoring, coaching, and conflict resolution.
  • Must have advanced MS Office Suite and MS Project skills.
  • U.S. Citizenship is a requirement for employment.
  • Knowledge of EVMS, IMP, IMS, and Risk and Opportunity Management (preferred).
