The Program Manager 2 - Deputy Program Manager joins the Swordfish Portfolio to drive execution across a complex, multi-program portfolio supporting Space Force Space Systems Command and the Department of the Air Force. This role serves as a primary problem-solver for technical, cost, and schedule issues, ensuring performance commitments are met. Responsibilities include managing budgets, staffing, and proposals, while also serving as a program manager for smaller efforts. The individual will guide development teams to improve user experience for Operational Command and Control and Space Battle Management processes. Key skills include systems engineering practices, agile development, and proficiency with tools like Atlassian Jira and Confluence. The role requires managing cross-program dependencies, identifying cost efficiencies, and leading Joint-Operator-in-the-Loop events to support capability development within the space domain.

What you'll do

  • Drive day-to-day execution across a multi-program portfolio to meet cost, schedule, and technical performance baselines.
  • Resolve complex, cross-cutting programmatic and technical issues through coordinated action plans and performance tracking.
  • Manage program budgets, forecasts, and Estimate at Completion (EAC) analyses across multiple contracts.
  • Lead staffing and resource planning to balance program needs, skill sets, and labor mix across the portfolio.
  • Support proposal planning and execution for captures, recompetes, and contract modifications.
  • Guide development teams to create optimal user experiences for Space Command and Control systems.
  • Lead Joint-Operator-in-the-Loop (JOITL) events to provide feedback for capability development.
  • Identify and manage program risks, opportunities, and cross-program dependencies while driving action item closure.

What we're looking for

  • Bachelor’s degree in Engineering, Computer Science, Business, or related discipline and typically 8+ years of relevant experience in program/project management, systems engineering, or related field.
  • Master’s degree with 6+ years of experience in program/project management, systems engineering, or related field.
  • Active Top Secret/SCI clearance at time of application with the ability to obtain and maintain SAP access.
  • U.S. Citizenship is required.
  • Demonstrated experience with program execution regarding cost, schedule, and technical performance and cross-functional coordination.
  • Strong written and verbal communication skills, including experience preparing and presenting status to leadership and/or customers.
  • Prior experience as a Program Manager, Deputy Program Manager, IPT Lead, CAM, Product Owner, or Scrum Master on software-intensive or space C2 development programs (preferred).
  • Experience in proposal development, agile development practices, or supporting complex defense or space programs (preferred).
