The Manager Programs 3 joins the Power & Control Systems Operating Unit to manage the high-visibility AN/SPY-6 program, which focuses on building and delivering power systems. This role is responsible for the full program life cycle, from proposal development through execution and contract closeout. The manager leads cross-functional Integrated Program Teams to ensure all contractual requirements are met regarding cost, schedule, and technical performance. Key responsibilities include managing profit and loss, cultivating customer relationships, developing new business opportunities, and performing risk management. The role requires expertise in Earned Value Management (EVM) or similar cost and schedule control methodologies, as well as experience with contract negotiations and workforce planning. Candidates must possess skills in coordinating engineering efforts, managing government-supplied property, and overseeing supplier performance to meet the specific requirements of this production program.
Deliver all contractual requirements on cost, schedule, and technical specifications for the AN/SPY-6 program.
Lead cross-functional Integrated Program Teams (IPT) to meet performance objectives throughout the entire program life cycle.
Manage profit and loss (P&L) while adhering to budget baselines using Earned Value Management (EVM).
Cultivate customer relationships to develop new business opportunities through strategic planning and proposal development.
Manage program resources, including workforce planning and supplier management to meet project goals.
Conduct risk and opportunity management practices to identify, mitigate, and realize potential impacts.
Negotiate contracts, changes, specifications, operating budgets, and schedule milestones with stakeholders.
Track and manage program requirements, design concepts, and Statement of Work finalization.
What we're looking for
Bachelor’s Degree and 8 years or a Master’s Degree and 6 years experience supporting U.S. Government contracts or project management in other industries.
Demonstrated success leading teams and organizations to achieve goals.
Experience managing communications with cross-functional teams and customers, including engineering.
Control Account Management (CAM) experience.
U.S. citizenship is required; dual citizenship is not permitted.
Ability to obtain and maintain a Secret Clearance after being hired.
Technical degree (preferred).
Prior Program Management experience and experience baselining and executing production programs (preferred).
