The Cloud Engineer Team Lead will join the National Institutes of Health CIT Hosting and Storage Services Program to provide technical leadership and oversight for a team of engineers. This role involves managing day-to-day operations, delegating tasks, and overseeing personnel management including recruitment, training, and performance management. You will be responsible for developing technical strategies, driving innovation, and ensuring the delivery of secure, reliable cloud services. The position requires hands-on expertise with AWS and Azure, specifically regarding compute, storage, networking, and security. You will utilize Infrastructure as Code tools like Terraform and Ansible, alongside Git-based platforms like GitHub. Key responsibilities include applying Agile methodologies, ITIL principles, and automation to modernize technology services and solve complex cloud architecture challenges within a regulated healthcare environment.
Provide day-to-day oversight by delegating tasks, resolving roadblocks, and ensuring timely delivery of cloud DevOps services.
Develop and own the technical strategy and vision for the team's service catalog in partnership with leadership.
Manage personnel activities including recruitment, hiring, performance management, training, and mentoring for all team members.
Coordinate incident resolution, stakeholder communication, and after-action reporting to ensure service stability.
Drive innovation and continuous improvement to deliver new services and modern ways of working.
Communicate cloud strategies, architectures, and technical tradeoffs to both technical and non-technical audiences.
Oversee the development of standardized, reusable cloud services and automation patterns across AWS and Azure.
Manage project timelines, resource requirements, and risk reporting in coordination with Project Managers and Scrum Masters.
What we're looking for
Must possess a BS/BA degree and 10+ years of experience in an IT-related discipline, or equivalent experience.
Must be able to obtain and maintain a NACI (T1) Public Trust clearance.
Must have experience leading a technical team's day-to-day execution, including engineering, service delivery, Agile development, and project activities.
Must have people management experience, including recruiting, hiring, performance management, training, and mentoring a team of engineers.
Must have experience leading cloud engineering, DevOps, modernization, or other complex technical initiatives from planning through delivery.
Must have broad hands-on experience with AWS and/or Azure, including compute, database, storage, networking, identity, and security services.
Must have experience with Infrastructure as Code (IaC) using Terraform and Ansible, and Git-based development platforms like GitHub.
Must have experience applying Agile and project management practices to manage priorities, backlogs, and Scrum delivery processes.
Must have working knowledge of ITIL principles, including incident, problem, service request, change, and service level management.
Relevant AWS, Microsoft Azure, Terraform, Agile, or project management certifications (preferred).
Experience supporting cloud services within a federal government, healthcare, or similarly regulated environment (preferred).
