Staff Engineer Network (Project Manager)

What you'll do

• Lead the Networking Resource Managed Area by directing all Agile Release Train commitments for network infrastructure.
• Serve as the primary technical authority for network infrastructure, ensuring engineering solutions align with program objectives.
• Manage cost, schedule, and performance for the Networking RMA using Earned Value Management (EVM) tracking.
• Recruit, train, and manage a high-performing workforce of over 100 personnel across multiple companies and subcontractors.
• Author and approve Basis of Estimates (BOEs) and technical content for network proposals and resource sizing.
• Identify, track, and mitigate network-related risks while capturing opportunities to improve capability and resilience.
• Provide technical briefings and status updates to senior leadership and external stakeholders regarding network progress.
• Champion Agile methodologies and digital engineering tools like JIRA and Confluence to improve traceability and planning.

What we're looking for

• Must have a current, active in-scope Government-issued Top Secret security clearance with eligibility for SCI.
• Must have U.S. Citizenship.
• Bachelor’s degree in a related field with 12 years of experience, Master’s degree with 10 years of experience, or 16 years of experience.
• Minimum 12–15 years of progressive engineering leadership experience within DoD programs.
• Demonstrated success managing large, geographically dispersed engineering teams of 100+ personnel across multiple companies and subcontractors.
• Experience working with Agile Release Trains (ARTs) and applying SAFe/Agile methodologies in an operational program environment.
• Strong background in Earned Value Management (EVM), cost/schedule risk analysis, and authoring Basis of Estimates (BOEs).
• SAFe® Product Owner or Release Train Engineer (RTE) certifications (preferred).
