General Summary:
This is a key strategic role for an export compliance professional with broad knowledge of export control laws and regulations, best practices, and sanctions, working on execution of various enterprise-wide classifications, reporting to the Director of Export & Sanctions Compliance. Key day-to-day activities will include classification of hardware, software, and technology portfolios across the full suite of Qualcomm’s products and services. The successful candidate will work closely with engineering, product and supply chain, and government affairs teams to translate complex designs into export control classifications. The role requires providing guidance on patents, participating in risk assessments and audits, and supporting export compliance requirements globally across the entire product life cycle, including setting strategies, implementing and overseeing tool and systems, and building relationships to ensure effective cross-functional collaboration.
This role requires full-time onsite work in San Diego, CA or Washington, DC (5 days per week).
Minimum Qualifications:
• Bachelor's degree and 9+ years of Export or Sanctions Compliance, International Affairs, or related work experience.
OR
Associate's degree and 11+ years of Export or Sanctions Compliance, International Affairs, or related work experience.
OR
High School Diploma or equivalent and 13+ years of Export or Sanctions Compliance, International Affairs, or related work experience.
*Completed advanced degrees in a relevant field may be substituted for up to two years (Master’s = one year, Doctorate = two years) of work experience.
Key Responsibilities
- Review and interpret U.S. Export Administration Regulations (EAR) to ensure appropriate classification of hardware, software, and technology throughout the product life cycle.
- Ensure compliance with U.S. and international trade regulations (e.g., EAR, ITAR, OFAC), including timely identification of license requirements pertaining to employees, partners, suppliers, customers, and end users.
- Serve as a subject matter expert in cross-functional collaboration with engineering and product management functions to properly determine classification and license requirements.
- Provide support for classification and licensing analysis involving advanced semiconductor technology, including export control classification numbers (ECCN) under Categories 3, 4, and 5 (Parts I and II) of the Commerce Control List.
- Serving as a subject matter expert in connection with preparation of commodity classification requests (CCATS) and U.S. export license applications.
- Provide technical assistance for white papers, guidelines, and advocacy papers.
- Support internal audits and risk assessments related to trade and sanctions compliance.
- Provide training and guidance to internal teams on trade compliance matters.
Requirements
- Bachelor’s degree in Engineering, Computer Science, Information Technology, International Business, Business Administration or commensurate experience.
- 5+ years of experience in global trade compliance.
- Deep knowledge of U.S. and international export laws and regulations, including engineering, compliance, and /or regulatory experience, with significant practical experience with all aspects of the EAR.
- Strong analytical skills and ability to manage technically complex fact patterns.
- Ability to build relationships with internal and external stakeholders through effective written and oral communications appropriately tailored to the audience.
- Knowledge, experience, and understanding of technical information relating to architecture, design flows, fabrication processes, and commercialization of semiconductor products.
- Experience and knowledge of AI and machine learning structures, model parameters, training, and inference.
Preferred Qualifications
- 10+ years of experience in global trade compliance.
- Master’s degree in Engineering, Computer Science, Information Technology, International Business, or Business Administration.
- Technical expertise relating to wireless communications, high performance computing, encryption, semiconductor design, data centers, and fabrication processes.
- Experience with technical aspects of cloud computing, including architecture, networking, security, deployment models and service models (IaaS, PaaS, and SaaS).
- Experience in implementing compliance programs with various IT systems to ensure effective access controls and data security measures, including experience with compliance software and ERP systems (e.g., SAP GTS, Amber Road).
- Strong leadership, communication, and cross-functional collaboration skills.
- Certifications such as Certified Customs Specialist (CCS), Certified Export Specialist (CES), or CTPAT are a plus.

This leadership role can be based in San Diego, CA or Washington, DC. Qualcomm will provide relocation support.

The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted.
