This leader serves as the single point of accountability for the entire project lifecycle, including requirements definition, configuration, testing, deployment, cutover, and hypercare operations. The role involves managing complex dependencies across departments like finance, regulatory, and field operations while overseeing system integrators and internal teams. Key responsibilities include establishing program governance, ensuring billing accuracy, and managing large-scale data conversions. Candidates must possess expertise in meter-to-cash processes within regulated environments, experience with platforms such as SAP for Utilities or Oracle Customer Care and Billing, and proficiency in methodologies like Agile, SAFe, and waterfall. The role solves the critical challenge of maintaining financial integrity during a massive technological overhaul of utility billing systems.

What you'll do

  • Lead the multi-year meter-to-cash transformation as the primary point of accountability for scope, schedule, budget, and quality.
  • Establish program governance including master schedules, risk management, and executive reporting to the steering committee.
  • Define detailed requirements and configurations for invoice generation, payment processing, and customer program administration.
  • Oversee the end-to-end testing strategy including data conversion, parallel billing, and business user acceptance testing.
  • Manage production cutovers, command center operations, and hypercare periods to ensure billing accuracy and stability.
  • Establish steady-state operations for the new platform, including support models, service levels, and continuous improvement.
  • Manage relationships with system integrators and third-party vendors to ensure delivery of milestones and contract requirements.
  • Build and mentor a high-performing team of managers, analysts, and engineers to execute the program's technical goals.

What we're looking for

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or a related field (or equivalent experience).
  • 12+ years of progressive IT experience including senior leadership for large enterprise application implementations and operations.
  • 8 years of experience leading a large portfolio of projects and services.
  • Proven track record of leading multi-year programs through requirements, cutover, hypercare, and steady-state operations.
  • Deep knowledge of meter-to-cash processes in an electric utility or similar regulated environment.
  • Experience leading customer information system or billing platform replacements including data conversion and revenue assurance.
  • Proficiency in testing discipline at scale, including strategy, environment management, and defect governance.
  • Ability to deliver using multiple methodologies such as Agile, SAFe, hybrid, and waterfall.
