The IT Refining On-Site Manager oversees all local information technology and operational technology operations for the Garyville Refinery. This role manages the daily operations of a team, providing mentorship and driving a culture of continuous improvement while overseeing recruitment and performance reviews. Key responsibilities include planning low- to medium-complexity IT projects, ensuring the security of refinery networks, and managing cybersecurity compliance according to NIST and IEC 62443 standards. The manager maintains critical process control systems including SCADA, DCS, and PLCs. The position requires expertise in hardware and software lifecycle management, IoT, edge computing, and digital twins. Candidates must possess a degree in a computer-related field, ten years of diversified IT experience, and three years of leadership experience, with a focus on refinery process control and network segmentation.
Oversee daily IT and Operational Technology (OT) operations to ensure safe, reliable, and secure refinery services.
Manage staff recruitment, performance reviews, professional development, and daily team leadership.
Plan and lead low- to medium-complexity IT projects to ensure timely delivery within budget and quality standards.
Maintain and optimize critical refinery process control systems including SCADA, DCS, and PLCs.
Implement cybersecurity measures, conduct vulnerability assessments, and lead incident response to ensure regulatory compliance.
Manage the lifecycle of hardware and software assets while ensuring network segmentation and high availability.
Drive digital transformation initiatives such as IoT, edge computing, and digital twin adoption at the site.
Oversee vendor contracts and performance for IT/OT systems, specialized software, and network services.
What we're looking for
Bachelor's degree in Computer Science, Information Technology, Management Information Systems, Engineering, Business, or another computer-related degree required.
Ten or more years of diversified IT experience required.
Three or more years of direct or indirect leadership experience required.
Experience with Operational Technology (OT) infrastructure preferred.
Experience with Portfolio and Product management, particularly in an Agile or Scaled Agile Framework (SAFe) environment preferred.
Ability to manage daily IT and OT operations, including cybersecurity, compliance, and network segmentation.
Ability to lead low- to medium-complexity IT projects and manage vendor contracts.
Ability to communicate clearly, drive continuous improvement, and make data-driven decisions.
