The Director, Head of Technology Infrastructure & Operations leads the infrastructure, cloud platforms, technology operations, and first-line information security functions for PayPal Bank. This leader is responsible for delivering secure, resilient, and regulator-ready technology services by establishing cyber controls and partnering with Risk, Compliance, Audit, and Legal teams. Day-to-day responsibilities include directing engineering health objectives, defining technical strategies, and managing production reliability through monitoring, incident management, and root-cause analysis. The role requires expertise in AWS, GCP, enterprise infrastructure, networking, cloud security, identity and access management, and operational resilience. The position specifically addresses the technical challenges of maintaining a secure, scalable, and highly available banking environment while ensuring all shared services meet strict regulatory requirements and enterprise security standards within a regulated financial services context.
Lead the architecture and operation of PayPal Bank’s cloud, network, platform, and infrastructure capabilities.
Establish and manage technology operations including monitoring, incident management, and root-cause analysis.
Own the operational resilience and disaster recovery strategy for critical banking services.
Lead first-line information security by translating regulatory requirements into technical controls and threat models.
Ensure enterprise infrastructure meets all applicable banking security and regulatory requirements.
Drive the integration of PayPal Bank technology with the broader PayPal enterprise ecosystem.
Maintain technology governance and change management practices in partnership with Risk, Compliance, and Legal teams.
Define engineering health objectives and set the tri-annual roadmap for the domain organization.
What we're looking for
10+ years of relevant experience and a Bachelor’s degree or an equivalent combination of education and experience.
2 years of experience leading others.
15+ years of progressive leadership experience across infrastructure engineering, cloud platforms, technology operations, and cybersecurity engineering (preferred).
Experience leading technology organizations within regulated banking, fintech, or financial services environments (preferred).
Deep expertise in AWS, GCP, enterprise infrastructure, networking, cloud security, identity and access management, and operational resilience (preferred).
Strong knowledge of IT service management, disaster recovery, business continuity, vulnerability management, and security operations (preferred).
Proven ability to build and lead high-performing engineering organizations while partnering with Risk, Compliance, Audit, and executive leadership (preferred).
