The AVP, Data Strategy & Operations is a senior leader responsible for executing the data strategy, operations, quality, governance, and value realization of data assets across the portfolio. This role translates enterprise priorities into actionable roadmaps, delivery plans, and governance routines for products including Blue Provider Data, Clinical Data, and the National Data Warehouse. The successful candidate will manage multi-year investment strategies, develop business cases, and lead teams across data strategy, operations, and product management. Key responsibilities include establishing operational standards for ingestion and processing, managing data quality, lineage, and metadata, and tracking value realization metrics. Required skills include experience with modern data platforms, enterprise governance tooling, and healthcare data. Translate enterprise data priorities into actionable roadmaps, delivery plans, and governance routines for data products.
Own the multi-year investment strategy by developing business cases and managing portfolio prioritization and ROI.
Lead data operations management including ingestion, processing, delivery, service levels, and incident routines.
Implement and manage data quality and governance practices for lineage, metadata, classification, and stewardship.
Define and track usage, satisfaction, and value metrics to demonstrate business impact and inform prioritization.
Provide executive-level visibility into portfolio investment status, prioritization rationale, and return on investment.
Lead and develop teams across data strategy, operations, data quality, governance, and product management.
Partner with engineering and platform teams to improve reliability, automation, scalability, security, and cost efficiency.
What we're looking for
BS degree or equivalent experience required.
MS in Information Management, Computer Science, Business, Health Informatics, Data Science, or a related field (preferred).
15+ years of progressive experience in data strategy, data operations, data governance, data product management, or enterprise data leadership with people leadership responsibility.
Experience managing data products, data operations, or data governance activities in a complex, regulated, federated, or stakeholder-intensive environment.
Experience implementing data quality, stewardship, metadata, lineage, classification, business glossary, or related governance practices.
Experience managing operational service levels, incident routines, data delivery processes, and continuous improvement for critical data assets.
Experience developing delivery plans, business cases, adoption measures, performance reporting, and value realization metrics.
Experience with modern data platforms and enterprise data governance tooling (preferred).
