Senior Manager Subcontracts leads a team of subcontract professionals to manage the full lifecycle of subcontract administration from proposal development through closeout. This role involves researching market conditions, developing supply chain strategies, and managing complex negotiations, awards, and performance monitoring for highly technical products and services. The successful candidate will partner with internal teams to ensure subcontracting strategies support competitive proposals while maintaining compliance with federal regulations. Key responsibilities include performing cost and price analyses, identifying mandatory contractual flowdowns, and ensuring subcontractor compliance with certifications and regulatory requirements. The role requires expertise in FAR Part 15 negotiated procurements, DFARS, and government acquisition rules. Essential skills include strategic procurement planning, risk assessment, and supplier relationship management to navigate the complexities of U.S. Government contracts and large-scale federal programs within a fast-paced environment.
Manage and develop a team of subcontract professionals through mentoring, training, and performance management.
Lead the full lifecycle of subcontract administration from initial proposal development through final contract closeout.
Execute subcontracting strategies that align with business objectives, customer requirements, and federal regulations.
Negotiate complex subcontracts, including awards, modifications, and terms for high-value government contracts.
Provide expert guidance on FAR Part 15 negotiated procurements and ensure compliance with DFARS and agency supplements.
Perform detailed cost and price analyses to evaluate subcontractor proposals for reasonableness and adequacy.
Identify and implement mandatory contractual flowdowns from prime contracts into subcontract agreements.
Manage supplier performance, risk mitigation, and the collection of required certifications for government audits.
What we're looking for
Bachelor's degree with 12 years of experience, a Graduate degree with 10 years of experience, or 16 years of experience in subcontract management/procurement.
Minimum of 5 years of leadership or management experience.
5 years of experience with FAR Part 15 negotiated procurements, DFARS, and other federal procurement regulations.
Demonstrated experience negotiating and managing subcontracts with major industry competitors at total values exceeding $75M.
Ability to acquire a Secret Clearance within 6 months of hire date.
Advanced degree (MBA, Master's, or Juris Doctor) (preferred).
Professional certifications such as CPCM, CFCM, CPSM, or PMP (preferred).
