The Product Owner will join the team supporting the Centers for Medicare & Medicaid Services Premium Stabilization Program and EDGE programs. Key responsibilities include maintaining the product roadmap, prioritizing enterprise features, eliciting requirements through workshops, and translating complex needs into user stories and technical specifications. The successful candidate will lead backlog grooming, sprint planning, and user acceptance testing while managing multiple projects simultaneously. Required skills include Agile Methodology, CMS, and team leadership, with specific experience in Jira, Confluence, and APIs. Maintain the Salesforce product roadmap by prioritizing enterprise features and tools based on business value.
Act as the primary liaison between business users, IT teams, and Salesforce developers to communicate requirements.
Elicit and document requirements through stakeholder interviews, workshops, and data analysis.
Translate complex business needs into user stories, acceptance criteria, and technical specifications.
Lead enterprise backlog grooming, sprint planning, and user acceptance testing to ensure timely ticket resolution.
Provide schedule inputs, risk alerts, and status reporting to program management.
Manage technical documentation including standard operating procedures, system design documents, and security testing records.
Resolve complex helpdesk cases for assigned product and program areas.
What we're looking for
Bachelor's degree and 9+ years of experience as a Product Owner, Business Analyst, or similar role supporting APIs, system integrations, and/or data exchange.
In-depth experience with Agile/Scrum methodologies and tools, including Jira and Confluence.
Proven ability to work with cross-functional teams and lead large teams managing 7+ projects simultaneously.
Excellent oral, written, and presentation communication skills to convey complex technical topics to various stakeholders.
Experience working with Centers for Medicare and Medicaid Services (CMS) or similar federal agencies, preferably within HHS (preferred).
General understanding of CMS Section 508 compliance requirements.
Candidate must have resided in the U.S. 3 out of the last 5 years.
Must be willing and able to obtain a CMS Public Trust clearance.
