TL;DR · Head of Programs and Delivery

JOB TITLE: Head of Programs and Delivery The Head of Programs and Delivery joins the Warfighter Systems team to lead end-to-end contractual and operational execution for critical soldier system development programs, including heads-up tactical systems. This role serves as the primary point of contact for Department of War and U.S. Army leadership, managing high-stakes prototype contracts to secure full-rate production awards. Responsibilities include orchestrating multi-disciplinary teams across Hardware Engineering, Software, Cyber, Test & Evaluation, Advanced Manufacturing, and Supply Chain. The successful candidate will manage the Integrated Master Schedule, P&L, and risk matrices while ensuring DCMA 14-point quality compliance. Key requirements include expertise in defense contracting, Microsoft Project, and technical literacy regarding embedded sensors and wearable electronics. This role solves the challenge of transitioning complex defense prototypes into operational battlefield tools.

What you'll do

  • Serve as the primary program executive and point of contact for Department of War and U.S. Army leadership.
  • Lead multi-million-dollar development programs from prototype execution through operational testing to secure full-rate production contracts.
  • Manage contract scope boundaries and change requests to prevent engineering scope creep and protect technical bandwidth.
  • Own the Integrated Master Schedule for all workstreams including hardware, software, firmware, and manufacturing.
  • Manage program P&L, CapEx, headcount, and IRAD allocations while tracking monthly forecast-vs-actuals.
  • Orchestrate cross-functional teams across engineering, cyber, manufacturing, and supply chain to meet delivery milestones.
  • Build and execute an active program risk management matrix and deliver data-driven status dashboards to the C-suite.

What we're looking for

  • 10+ years of progressive program management experience leading large, complex product development programs in defense contracting or military hardware/software integration.
  • Demonstrated experience as the primary customer POC or Program Director for major DoD/U.S. Army programs, managing Government APMs, PMOs, and end-users.
  • Proven experience managing complex schedules using Microsoft Project and executing against formal schedule health metrics like DCMA 14-point assessment criteria.
  • Strong financial acumen with direct experience managing program budgets, CapEx, resource allocations, and cost controls across multi-disciplinary teams.
  • Exceptional technical literacy to bridge hardware, software, embedded sensors, and operational field testing.
  • Demonstrated ability to operate independently with a strong bias for action to navigate ambiguity and drive rapid context-switching.
  • Willingness to travel up to 20% for customer engagements, field test events, and operational demonstrations.
  • Must be a U.S. Citizen eligible to obtain and maintain a U.S. Secret clearance.
  • Bachelor’s or Master’s degree in Engineering, Computer Science, or related technical field (preferred).
  • Direct program management experience on soldier-worn systems, wearable electronics, tactical heads-up displays, or dismounted edge communications platforms (preferred).
  • Experience transitioning defense programs from Other Transaction Authority (OTA) or competitive prototyping into Program of Record (preferred).
  • Active PMP certification or formal Earned Value Management (EVM) training (preferred).
  • Active U.S. Secret or Top Secret/SCI clearance (preferred).
