The Director, Technical Program Management leads a global organization of Technical Program Managers within the Mastercard Software Builders Experience team. This role focuses on orchestrating execution across a portfolio of products and platforms designed to improve developer productivity, automation, software delivery, governance, and cloud adoption. The leader will define the operating model, manage portfolio-level planning, and establish delivery governance to ensure roadmap commitments result in high-quality outcomes. Key responsibilities include managing cross-functional dependencies, identifying risks, and providing executive visibility into portfolio health. Required skills include expertise in the software development lifecycle, cloud technologies, DevOps practices, and CI/CD pipelines. The role requires proficiency with Agile delivery methodologies, Jira, Aha!, and portfolio planning tools to solve complex technical delivery problems in a matrixed engineering environment.
Define and execute the TPM vision, operating model, and delivery strategy to align with business goals.
Own portfolio-level planning, delivery governance, change control, and executive reporting for multiple products.
Partner with Product and Engineering leaders to align priorities and resolve cross-team dependencies.
Establish and monitor key delivery metrics and KPIs to improve predictability and flow.
Identify and mitigate risks while ensuring transparency and timely decision-making across the organization.
Build and develop a high-performing TPM organization through coaching and performance management.
Provide executive visibility into portfolio performance, strategic initiatives, and delivery commitments.
What we're looking for
Bachelor’s degree in Computer Science, Engineering, Information Systems, or a related technical discipline.
10+ years of experience leading complex technical programs, software delivery initiatives, or platform engineering portfolios.
5+ years of people leadership experience managing TPMs, Program Managers, or technical delivery organizations.
Demonstrated experience delivering large-scale, multi-team initiatives in Agile environments.
Strong understanding of software development lifecycle, cloud technologies, DevOps practices, CI/CD pipelines, and modern engineering operating models.
Track record of driving execution across highly matrixed organizations and influencing senior leadership.
