Contract Administrator
The Contract Administrator joins the Contracts/81 department to manage complex contractual requirements for ship construction, repair, and maintenance. This role involves reviewing preliminary specifications, labor estimates, and subcontractor quotes to develop pre-negotiation positions while exercising independent judgment to negotiate agreements and contract changes. The individual will maintain hardcopy files, produce required documentation, and advise Project Managers on contract performance by interpreting specific clauses and government regulations. Key responsibilities include drafting contract line items with the Planning and Estimating Department, researching disputes, and managing correspondence regarding cost and funding limitations. Success requires proficiency in Federal Acquisition Regulations (FAR), Defense FAR Supplement (DFARS), and Cost Accounting Standards (CAS). The role demands strong analytical, negotiating, and organizational skills to manage firm-fixed-price and cost-type contracts within the naval ship-work environment, ensuring compliance with federal requirements for both commercial and national defense assets.
Develop independent pre-negotiation positions by reviewing specifications, labor/material estimates, and subcontractor quotes.
Negotiate agreements and commit the company to original contract terms and subsequent changes.
Maintain hardcopy contracts files and all required legal documentation, reports, and correspondence.
Advise Project Managers on contract performance by interpreting specific clauses and government regulations.
Collaborate with the Planning and Estimating Department to draft and finalize contract line items.
Develop pricing for and negotiate new growth work and contract changes.
Research and resolve contract disputes and terms of condition to determine responsibility.
Draft official correspondence regarding cost limitations and coordinate the pursuit of additional funding.
What we're looking for
Must have a BA/BS in Business Administration, Engineering, or a related field plus 2 years of experience, an AA/AS plus 4 years, or 8 years of experience.
Must possess knowledge of Contract Data Requirement List (CDRL), Federal Acquisition Regulations (FAR), Defense FAR Supplement (DFARS), and Cost Accounting Standards (CAS).
Must have experience with various government contract types including firm-fixed-price and cost-type contracts.
Must have proficiency in writing and negotiating complex contractual terms and conditions in a government context.
Must possess strong computer, accounting, analytical, negotiating, and organizational skills.
Must be able to grasp and understand technical concepts and applications.
Must be a U.S. citizen who qualifies for a Common Access Card (CAC) and a security clearance.
Must be able to work in a naval-ship environment, including climbing ladders and working in tanks or confined spaces.
