Technical Lead
The Technical Lead supports the U.S. Department of Justice Office of Justice Programs Center of Excellence for Portfolio Governance, Architecture, Data Integration, and DevOps. This role involves leading project definition and cross-functional technical execution across architecture, data integration, DevSecOps, automation, and digital-service modernization initiatives. The individual will translate mission priorities into technical roadmaps, manage backlogs using Agile methodologies like Scrum or Kanban, and oversee the transition from current production capabilities to future-state solutions. Key responsibilities include coordinating API management via WSO2, managing Infrastructure as Code, and ensuring security compliance. Required skills include proficiency in CI/CD pipelines, containerization, and tools such as Azure DevOps, Jenkins, Git, Ansible Tower, and AWS GovCloud. The role addresses complex technical challenges involving identity management, data integration, and infrastructure modernization within a federal digital-service environment to ensure secure, scalable, and compliant outcomes.
Translate business requirements and mission priorities into technical scope, roadmaps, epics, and implementation plans.
Provide day-to-day technical leadership to cross-functional teams including engineers, architects, and DevOps specialists.
Manage Agile delivery activities including backlog refinement, sprint planning, and the removal of technical blockers.
Establish and enforce DevSecOps practices, including CI/CD pipelines, Infrastructure as Code, and automated security scanning.
Coordinate API and data integration projects involving WSO2 management and secure identity systems.
Lead root-cause analysis and corrective action planning for production issues and system failures.
Track and report on key performance metrics such as cycle time, lead time to change, and delivery predictability.
Create technical documentation for project boards, API specifications, runbooks, and operational procedures.
What we're looking for
Bachelor's degree in Computer Science, Software Engineering, Information Systems, Engineering, or a related technical discipline, or equivalent experience.
Progressively responsible technical experience supporting software engineering, systems integration, architecture, DevOps, cloud, or related enterprise IT initiatives.
Demonstrated experience leading project definition, technical planning, solution design, and execution for multidisciplinary technical teams.
Experience leading Agile technical delivery using Scrum, Kanban, or comparable iterative delivery methods.
Strong knowledge of software engineering, API integration, automated testing, DevSecOps, CI/CD, cloud environments, containers, automation, and Infrastructure as Code.
