TL;DR · Director of Maneuver Dominance & Maritime, International Trade Compliance

The Director of Maneuver Dominance & Maritime joins the Air Maneuver Dominance & Maritime team to lead international trade compliance for commercial dual-use platforms. This role involves developing and maintaining program controls for export-controlled technology while ensuring alignment between engineering goals and regulatory frameworks. The individual will design control plans, manage jurisdiction and classification determinations, and oversee export authorizations for global operations. Key responsibilities include creating training curricula, managing multi-jurisdictional data repositories like GitHub, and navigating co-production projects across multiple countries. To succeed, the candidate must possess expertise in ITAR, EAR, and international regulations while leveraging AI for risk-mitigated determinations. The role requires a deep understanding of hardware and software development principles to segregate commercial and controlled technologies. Essential skills include managing complex trade policies, coordinating with government agencies, and ensuring compliance across global supply chains and product roadmaps.

What you'll do

  • Develop and maintain program controls for dual-use and export-controlled technologies for civil and defense customers.
  • Design and implement trade compliance policies and infrastructure to support engineering and product development schedules.
  • Establish determination methodologies and heuristics for consistent export classifications across global operations.
  • Oversee export authorizations to ensure compliance with license scopes, provisos, and associated conditions.
  • Provide guidance and training to staff regarding ITAR, EAR, and other international regulations.
  • Coordinate with government agencies and commercial partners to align product roadmaps with internal compliance postures.
  • Manage multi-jurisdictional data repository security for collaborative environments like GitHub.
  • Perform compliance assessments of export/import transactions and lead investigations into potential issues.

What we're looking for

  • Must be a U.S. Person due to required access to export controlled information or facilities.
  • Eligibility to obtain and maintain a U.S. Top Secret clearance.
  • Over 15 years of experience providing subject matter expertise in international trade regulations for the U.S., UK, EU, and Australia.
  • Over 10 years of experience in product development, defense technology, startups, or defense contracting.
  • Over 5 years of experience in trade compliance, international trade controls, or international contracts management.
  • Ability to travel up to 25% for the role.
  • Understanding of engineering concepts across software and hardware to develop policies segregating commercial and export controlled technologies.
  • Experience with UAS/robotic systems, DoD contracts, technology control plans, or MTCR guidelines (preferred).
