What you'll do

  • Lead OPTN membership, policy, and committee operations as the primary liaison with HRSA and other stakeholders.
  • Strengthen HRSA's oversight model by advancing patient-safety requirements and program accountability mechanisms.
  • Establish disciplined program controls to track risks, issues, action items, and deliver status reports to leadership.
  • Manage project plans, Agile backlogs, Scrum/SAFe cadences, and the Integrated Master Schedule for all commitments.
  • Operationalize patient-safety oversight and compliance frameworks in partnership with transplant centers and clinicians.
  • Centralize program visibility using Microsoft 365, SharePoint, JIRA, and Power BI to ensure audit readiness.
  • Deliver executive-level communications including monthly reports, stakeholder maps, and data-informed analyses for HRSA audiences.
  • Manage financial governance by overseeing budgets, cost estimates, and compliance with federal standards.

What we're looking for

  • Bachelor's degree in Computer Science, Information Systems, Engineering, Health, or a related field (Master's preferred).
  • 15+ years of experience supporting IT programs and 10+ years leading cross-functional teams.
  • 10+ years of experience in business process re-engineering within technical or system-engineering environments.
  • 2-3 years of direct experience working with HRSA/HSB and relevant federal oversight stakeholders.
  • Demonstrated experience within the OPTN ecosystem including patient safety, membership, policy development, and stakeholder relationship management.
  • PMO leadership experience in Agile/Scrum/SAFe, including risk/issue management, ROMs, LOEs, and Integrated Master Schedules (IMS).
  • Proficiency with Microsoft 365, SharePoint, JIRA, and Power BI for reporting and analytics.
  • Active Public Trust clearance or ability to transfer; PMP/PSM credentials and Prosci or Lean certifications are preferred.
