Senior Technical Program Manager

Overview:
Mastercard’s ONE Build Factory team is looking for a Senior Technical Program Manager to drive our strategic infrastructure initiatives forward. Our Technical Program Managers (TPM) deliver technical projects from End to End. They conceptualize, rationalize, and drive multiple simultaneous projects to deliver engineering work across the portfolio in our standard execution model. The ideal candidate is passionate about continuous improvement, highly motivated, analytical, and possesses advanced communication skills.
This is a hybrid position based in Arlington, VA, requiring three days per week onsite.

Role:
• Lead large, complex projects within a broader infrastructure program, with a focus on scaling Mastercard Availability Zones.
• Drive end-to-end program execution, from concept through delivery, ensuring alignment with strategic objectives.
• Build strong cross-functional relationships to gather requirements, align priorities, and coordinate engineering resources.
• Develop and maintain key program artifacts, including charters, detailed plans, risk logs, and executive status reporting in line with PMO standards
• Identify risks, dependencies, and constraints, and proactively implement mitigation strategies.
• Facilitate prioritization discussions with senior leadership, ensuring focus on highest business value initiatives.
• Champion operational excellence by improving processes, tools, and execution frameworks across the program.

All About You:
• Proven experience as a Technical Program or Project Manager delivering complex IT initiatives
• Strong experience operating in Agile and hybrid delivery environments
• Ability to translate complex technical concepts into clear, actionable insights for non-technical stakeholders
• Solid understanding of IT infrastructure, including servers, networking, and data center environments
• Systems-level thinking with the ability to partner with engineering on architecture, APIs, and platform decisions
• Experience using modern program and collaboration tools (e.g., Jira, Confluence, MS Project, Monday.com, Aha!, Power BI, Easy BI, Figma)
• Data-driven mindset with experience defining KPIs, building dashboards, and measuring program performance
• Demonstrated ability to navigate ambiguity, manage competing priorities, and solve complex problems proactively
• Experience driving organizational change, adoption, and continuous process improvement
• Excellent written and verbal communication skills, with strong executive presence
• Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a related field. Equivalent practical experience may also be considered.

In line with Mastercard’s total compensation philosophy and assuming that the job will be performed in the US, the successful candidate will be offered a competitive base salary and may be eligible for an annual bonus or commissions depending on the role. The base salary offered may vary depending on multiple factors, including but not limited to location, job-related knowledge, skills, and experience.
