As a Program Manager on PayPal's Tech Strategy, Planning, & Enablement team, you will own the product vision and execution roadmap for tools that power how the Technology organization operates. This role requires translating stakeholder needs into clear requirements and working independently with data to drive adoption of new capabilities across Product, Program, and Engineering organizations. Day-to-day responsibilities include managing program plans, coordinating activities across projects, monitoring performance, and facilitating cross-functional collaboration. You will use Jira extensively for project management and leverage SQL, Python, and APIs to inform product decisions. The position demands strong technical fluency, data analysis skills, and the ability to communicate complex operational needs effectively to senior stakeholders in a fast-paced environment.

What you'll do

  • Develop and manage program plans, including timelines, milestones, and deliverables.
  • Translate planning pain points into clear product requirements for engineering partners.
  • Use data to build hypotheses about future product development needs.
  • Drive adoption of tools across Product, Program, and Engineering organizations.
  • Facilitate cross-functional collaboration and resolve technical conflicts.
  • Monitor tool adoption and operational performance to refine product direction.

What we're looking for

  • Proven track record of managing complex programs within an engineering environment.
  • At least 5 years of product management experience in tooling, platform scope for engineering operations, or operational context.
  • Technical fluency with basic SQL, Python scripts, and API usage.
  • Experience using data to inform product decisions and proficiency with dashboarding tools.
  • Strong communication skills to translate complex needs into clear requirements.
  • Ability to manage backlogs, run agile ceremonies, and drive execution without direct authority.
  • Comfort operating in ambiguous, fast-moving environments defining the roadmap.
