As a TPM Technical Program Manager – Workforce Management Platform, you will play a critical role in supporting the delivery and sustained operation of core infrastructure and foundational capabilities that enable more than 200 Microsoft online services, including Bing, Microsoft 365, Xbox, OneDrive, and the Microsoft Azure platform.

As a CO+I Workforce Management Platform TPM you are responsible for driving the end‑to‑end delivery and sustained operation of CO+I’s global workforce management platform (Workforce Software) that is critical to payroll accuracy, compliance, and employee experience. You own execution across complex, cross‑functional initiatives, partnering deeply with engineering and business stakeholders to plan, build, test, deploy, and operate at global scale. You establish strong execution discipline, proactively manage risk, and ensure systems are production‑ready, resilient, and continuously improving. Success in this role is measured by predictable delivery, high‑quality releases, operational stability, and your ability to scale workforce management capabilities as long‑lived, and a mission‑critical platform.

Responsibilities

Responsibilities:

  • Drive end‑to‑end execution of CO+I’s global workforce management solution (Workforce Software) rollouts, including planning, country onboarding, testing, and production deployment.
  • Own delivery and ongoing operation of mission‑critical, payroll‑impacting platforms, ensuring stability, predictable release cycles, and continuous improvement.
  • Establish execution discipline across development, SIT/UAT, and deployment, with a strong focus on quality, risk mitigation, and operational resilience.
  • Partner closely with engineering, HR, finance, payroll, legal/compliance, operations, and vendors to deliver scalable, compliant, and globally sustainable solutions.
  • Lead change management and stakeholder alignment for workforce management transformations, driving readiness, adoption, and successful transition to new capabilities.
  • Proactively manage risks and production issues, serving as a central point for escalations, root‑cause analysis, and data‑driven decision‑making to protect business outcomes and employee experience.
  • Improve employee experience across CO+I data centers by generating operational insights and driving efficiencies through demand‑driven scheduling strategies and optimal shift resourcing.

Qualifications

Required/minimum qualifications

  • Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development
  • OR equivalent experience.
  • 2+ years of experience managing cross-functional and/or cross-team projects.

Background Check Requirements: 

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Additional or preferred qualifications.

  • 6+ years of experience managing cross-functional and/or cross-team projects.
  • 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).

  • 8+ years’ experience as a Technical Program Manager leading complex, cross‑functional initiatives for enterprise SaaS platforms in large, global organizations.

  • Hands‑on experience implementing Workforce Management (e.g. Workforce Software) or HR/payroll‑adjacent SaaS solutions (e.g., time & attendance, scheduling, absence) in multi‑country environments and with experience reading and/or writing code.
  • Proven ability to manage end‑to‑end solution delivery, including requirements, configuration readiness, integrations, SIT/UAT, deployment, and production stabilization.
  • Experience owning the run and sustainment of live SaaS platforms, including release management, operational readiness, incident management, and continuous improvement.
  • Strong program management and risk management skills, with the ability to identify, escalate, and resolve delivery, operational, and compliance risks using data‑driven judgment.
  • Experience delivering global or regional rollouts at enterprise scale, partnering with HR, payroll, finance, legal/compliance, engineering, and operations teams in highly regulated, 24x7 production environments.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $158,400 - $258,000 per year.
