About the Role
Building a world-class data organization across Walmart’s international markets takes more than great engineers — it takes someone who can make the whole machine run. As Group Director, Technical Program Management (Enterprise Transformation & Operations), you will own the operational and strategic backbone of the VP of Data’s organization within International Tech. This role brings together tech strategy & planning, portfolio management, infrastructure reliability, controls & compliance, SRE, operational excellence, and cost optimization under a single leader — someone who can connect the dots across all of them and drive transformation at scale.
This is a Group Director role for someone who is equally comfortable setting strategy and rolling up their sleeves to fix what’s broken — and who knows that the best transformations are built on operational discipline, not just vision.
What You’ll Do
Tech Strategy & Planning
- Own the annual and multi-year technology strategy and planning process for the VP of Data’s organization, ensuring priorities are clear, resourced, and tied to International Tech’s broader agenda.
- Drive competitive intelligence, software rationalization, and strategic positioning to inform where we invest and where we stop.
- Partner with the VP to develop and communicate strategy to executive stakeholders, market leaders, and the broader org.
Portfolio Strategy & Automation
- Lead portfolio strategy across the data organization — ensuring we have clear visibility into what we’re building, what it costs, and what it’s delivering.
- Build the portfolio insights and reporting capabilities that give leadership a real-time view of delivery health, risk, and tradeoffs.
- Drive automation of portfolio management processes to reduce manual overhead and improve data quality.
Tech Operations & SRE
- Oversee technology operations for the data org, including SRE, disaster recovery (BCDR), and infrastructure lifecycle management across international markets.
- Set and enforce reliability standards — SLOs, incident response, DR readiness — and hold the org accountable to them.
- Drive end-to-end operational visibility across markets so issues surface early and are resolved fast.
Controls, Compliance & Audit
- Own the controls and enforcement function — ensuring the data org operates within audit, security, and regulatory standards across all markets.
- Lead audit readiness and vulnerability remediation programs, partnering with InfoSec and compliance teams.
- Build the governance frameworks that make compliance a built-in part of how we operate, not an afterthought.
Operational Excellence & Cost Optimization
- Drive operational excellence across the data organization — identifying inefficiencies, standardizing processes, and building a culture of continuous improvement.
- Own the cost optimization agenda: AI and cloud cost management, infrastructure rationalization, and sustainable headcount models.
- Partner with Finance to ensure spending decisions are transparent, accountable, and tied to clear business outcomes.
Team Leadership & Market Partnership
- Lead a multi-functional team spanning strategy, operations, portfolio, SRE, and controls — building clear ownership and a high-performance culture across all functions.
- Partner with in-market tech leaders across Canada, Mexico, Central America, Chile, South Africa, and China to ensure operational standards are adopted and adapted appropriately for each market.
- Serve as a key escalation point and decision-maker for operational issues that span multiple teams or geographies.
What you’ll need:
- Bachelor’s degree in Computer Science, Engineering, Business, or a related field.
- 12+ years in technology leadership roles spanning strategy, operations, or program management, with at least 4 years leading multi-functional teams at scale.
- Deep understanding of SRE principles, BCDR, infrastructure lifecycle management, and controls/compliance in a large technology organization.
- Proven track record of driving operational transformation across complex, distributed teams.
- Strong financial fluency — comfortable owning cost optimization programs and making the business case for infrastructure and portfolio decisions.
- Ability to zoom out to set strategy and zoom in to resolve operational issues — often on the same day.
- Proven ability to influence senior stakeholders and lead through ambiguity without losing momentum.
Great to have
- Experience in data, analytics, or data platform organizations at scale.
- Background in international or multi-market technology operations.
- Familiarity with AI/ML infrastructure and the cost dynamics specific to large-scale data and ML platforms.
- Experience with audit and regulatory compliance across multiple international jurisdictions.

Sunnyvale, California US-04397: The annual salary range for this position is $254,000.00 - $481,000.00
Additional compensation includes annual or quarterly performance bonuses.
